Status of State Level Bills

Below is the status of several state level bills that would primarily impact owners of specific breeds (or perceived breeds) of dogs. If you live in one of the states where legislation is pending, please reach out to your legislators and encourage them to either support or oppose the pending bills.

CONNECTICUT

-HB 5975 would prohibit municipalities from passing breed specific ordinances
(It appears this bill has been replaced by HB6311)

HB 6311 would prohibit municipalities from passing breed specific ordinances. A public hearing was held on Feb. 20.  You can read the testimony from the hearing here. The Connecticult Conference of Municipalties was the only organization/representative offering opposing testimony to HB6311.

Please continue to encourage Joint Committee on Planning and Development members to SUPPORT HB6311!

KENTUCKY

HB15 and HB101 would help combat a Kentucky Supreme Court ruling and help Kentucky residents who rent their homes keep their pets. Both bills are currently before the Agriculture and Small Business Committee. Please encourage your legislators to SUPPORT these bills!

MARYLAND

-HB 78 would reverse the Maryland Court of Appeals ruling finding pit bulls “inherently dangerous.”  This bill was UNANIMOUSLY APPROVED in the House!

SB 160, the companion bill to HB78, would reverse the Maryland Court of Appeals ruling finding pit bulls “inherently dangerous.”  The bill has been heard, and is currently in the Senate Judicial Proceedings Committee. Please continue to encourage legislators to PASS this bill as both House and Senate bills must pass to move forward.

SB 296 would prevent insurance companies from discriminating against breeds. This bill was tabled by Senate Finance Committee.

HB 1203 would prevent insurance companies from discriminating against breeds. A hearing was held on Feb. 28. Please continue to encourage the members of the Economic Matters Committee to SUPPORT this bill.

MASSACHUSETTS

S969/S1247 would allow cities to pass breed specific ordinances, reversing the provision of the animal control law that went into effect on October 2012. This bill is currently before the Joint Committee on Municipalities and Regional Government.  Please reach out to your legislators and ask them to OPPOSE this bill!

NEVADA

AB110 would prevent municipalities from passing breed specific ordinances. The bill is currently before the Assembly Judiciary Committee, and a tentative hearing is scheduled for March 7, 2013. Please encourage your legislators to SUPPORT this bill!

NEW MEXICO

HB63 would prevent municipalities from passing breed specific ordinances. This bill passed in the House with a 48-14 vote. It is currently before the Senate Judiciary Committee and the Senate Public Affairs Committee. Please reach out to your legislators and ask them to SUPPORT this bill!

NEW YORK

SB2568 would prevent insurance companies from discriminating against breeds. This bill is currently before the Insurance Committee. Please encourage legislators to SUPPORT this bill!

RHODE ISLAND

House Bill 5287 and Senate Bill 178 would regulate the ownership of pit bulls at the state level. These bills were WITHDRAWN by their sponsors on Feb. 27 and Feb. 28!

WEST VIRGINIA

HB2794 and HB2301 would prevent insurance companies from discriminating against specific breeds of dogs. The bills are currently assigned to the House Banking and Insurance Committee. Please encourage your legislators to SUPPORT these bills!

  1. This Breed has been rediculed with unfair just of it’s breed. Most humans have NO KNOWNLEDGE of it’s kind. People must come to gribs with the fact that it’s the ‘BAD GUY” that has made for this pledge for the “RIGHTS” OF THIS ANIMAL. JUST GET IT RIGHT FOR A CHANGE! IT’S NOT THE BREED IT’S THE HUMAN BEHIND IT “

  2. Do not blame the breed! Any breed can be made mean! It’s the people who that make them that way!
