Officials in the small town of Manderson, Wyoming will take their THIRD and possibly final reading of an ordinance that would regulate the ownership of Rottweilers and Dobermans on Monday, December 2, 2013 at 7:00 p.m.
The proposed ordinance would require owners to adhere to specific regulations in order to keep their dogs, and prohibit any new dogs belonging to those breeds from living in Manderson. The town already regulates the ownership of pit bulls, grandfathering in those that lived in the city limits when the ban was passed.
Please send your polite, respectful and informative opposition to breed specific legislation to City Hall, via the town clerk, Shannan Kemp, with a polite request to forward on to city officials. Encourage them to take this opportunity to review their current law, as well as the proposal before them, and craft an ordinance that penalizes irresponsible dog owners and incorporates education on responsible ownership, instead of singling out specific breeds of dogs.
According to the 2012 census, Manderson has a population of 115.
With such a small population, working directly with residents on responsible ownership practices would be quite easy and certainly more beneficial to citizens, and the town as a whole, than simply regulating, and ultimately completely banning, certain breeds from the town.
You may want to point to the city of Greybull, Wyoming, just 20 miles to the north, where city officials scrapped a proposed pit bull ban last week and, instead, decided to target irresponsible owners. Under Greybull’s new proposal, the criteria to deem dogs dangerous will be based on their actions and behaviors, not their breed or appearance.
Talking points and alternatives to breed specific legislation can be found here. You may also want to share with them a copy of the NAIA publication, “A Guide to Constructing Successful, Pet Friendly ordinances.” The guide has some excellent points that would help city officials construct a strong, effective and community-friendly ordinance.
Please keep in mind that the town offices will be closed on Thursday and Friday for the Thanksgiving holiday, and we really need to get our letters and information out to them tomorrow, November 27, to ensure the officials receive the materials in time to review them before Monday’s meeting.
