Clayton, MO to discuss repeal of BSL on 1/28/14

Discussions related to the removal of the breed specific language in the Clayton, Missouri animal control ordinance are on the Board of Aldermen agenda tomorrow, January 28, 2013.  Specifically, the Board is considering modifying section A8, which identifies “bull terrier breeds” as presumptively dangerous dogs.


Section A8 currently reads as follows:


(8) In addition, in any administrative or judicial proceeding relating to the provisions of this Section, there shall be a rebuttable presumption that any of the following are dangerous animals and may only be owned or maintained within the City in strict compliance with all provisions of this Section:


Any bull terrier breed of dog, which shall be defined as any Staffordshire bull terrier breed of dog and/or any American pit bull terrier breed of dog and/or any American Staffordshire terrier breed of dog and/or any mixed breed of dog which contains, as an element of its breeding,genetic components of the aforementioned bull terrier breed of dog and/or any dog which has the appearance and characteristics and is known by the owner to be predominantly of the breeds of the bull terriers, Staffordshire bull terrier, American pit bull terrier American Staffordshire terrier and/or any other breed commonly known as pit bulls, put bull dogs or pit bull terriers or a combination of any of these breeds.


A copy of the proposed ordinance can be found in the agenda packet for tomorrow’s meeting. 

In addition, in a memo to the mayor, which can also be found in the packet, the city manager and acting police chief have recommended passage of the amended ordinance.


If you are in the Clayton area, please attend the Board of Aldermen meeting tomorrow evening as a show of support for the proposed change that would remove the breed specific language and judge dogs as individuals and deem them dangerous based on their behaviors.  I know that those who are working to change the breed discriminatory ordinance would appreciate your support.


The meeting starts at 7:00 p.m. and takes place in Council Chambers located at 10 N. Bemiston Avenue.
